Emergency/Hardship Passengers: (EH)
Emergency/Hardship: Persons who do not qualify for exemption from quarantine as outlined in Section I.B. or Section I.C. may request for EH status due to a personal or family emergency.
Persons seeking EH status must adhere to the following requirements:
1. Must go directly from the airport to a Government of Guam Quarantine Facility;
2. Must agree to be assessed by the Medical, Behavioral Health, or Public Health staff at the Government of Guam Quarantine Facility to determine necessary services, which may include an option to leave quarantine on a time-limited basis for a specific EH event/activity or transfer to home quarantine;
a. Individuals must provide documentation and information regarding the emergency/hardship to Medical, Behavioral Health, or Public Health staff;
b. Reviews for emergency/hardship may ta1ce several days depending on the completeness of documentation and availability of COVID-19 testing;
3. Must receive a negative COVID-19 test result {post-arrival); and,
4. Government of Guam Quarantine Facility Medical, Behavioral Health, and Public Health staff will determine whether a person’s emergency/hardship situation qualifies for an option to leave quarantine for a time-limited activity or transfer to home quarantine on a case-by-case basis.
Failure to satisfy any of the requirements listed above will result in being subject to the original voluntary quarantine order and any accompanying documents.
Persons. who are approved to leave quarantine for a specific time-limited EH event/activity, must agree to the following:
1. Return to the Government of Guam Quarantine Facility at the conclusion of the allotted time specified by DPHSS;
2. Wear personal protective equipment as directed by Public Health staff and adhere to social distancing requirements during the entire EH event/activity;
3. Be transported to and from the Government of Guam Quarantine Facility and supervised by authorized Government of Guam staff (e.g., law enforcement officers, National Guard, other authorized DPHSS or Department of Public Works staff, etc.) during the EH event/activity; and
4. Authorized event/activity will typically be approved for two (2) hours in duration.
Persons who are approved to quarantine at approved rental lodging or personal residence must agree to the following:
1. Must sign a new Voluntary Quarantine Acknowledgement form;
2. Must provide:
a. Their quarantine location address,
b. A working phone number where they may be contacted, and
c. A working email address;
3. Must not leave the quarantine location for any purpose, except to attend to the emergency/hardship at authorized times;
4. Must adhere to symptom monitoring by DPHSS; and
5. Must return to the Government of Guam quarantine facility if found to be non-adherent to symptom monitoring and/or quarantine.
Individuals departing by air or sea during their quarantine period will be permitted to leave the Government of Guam Quarantine Facility to transit off Guam if they provide verifiable departure information. Transportation will be provided from the Government of Guam Quarantine Facility to A.B. Won Pat Guam International Airport for those traveling by air.[/vc_column_text][vc_message]
