Unaccompanied Minors
A minor is defined as a person under the age of majority, which legally demarcates childhood from adulthood. The age of majority in Guam is eighteen (18). Therefore, persons below the age of 18 are minors, unless they are emancipated minors. Emancipated minors are not subject to this section.
Unaccompanied Minors
An unaccompanied minor is defined as a minor who travels into Guam without the presence of a parent, legal guardian, or authorized representative. Upon arrival into Guam, the airline will follow its protocols for Unaccompanied Minor Service.
An unaccompanied minor arriving in Guam without proof of a US FDA authorized COVID-19 vaccination shall complete a IO-day quarantine period at the rental lodging or personal residence identified by the parent, legal guardian, or authorized representative who presents at the airport to assume responsibility of the minor. Such parent, legal guardian, or authorized representative must meet the minor at the airport and provide photo identification in order to receive the minor. In the event that an unaccompanied minor is not received at the airport by a parent, legal guardian, or authorized representative, DPHSS Child Protective Services will be notified.
The parent, legal guardian, or authorized representative will be requested to sign a Voluntary Quarantine Acknowledgement form indicating their willingness to comply with the IO-day quarantine requirements on behalf of the minor. The parent, legal guardian, or authorized representative has the option to have the unaccompanied minor tested for COVID-19 on day 6 after arrival to qualify for an abbreviated quarantine period. DPHSS will contact the parent, legal guardian, or authorized representative to arrange for testing. Negative COVID-19 test results allow the minor to end their quarantine period, subject to symptom monitoring for 14 days after arrival via Sara Alert. Individual is further encouraged to download the Guam COVID Alert App.
Upon DPHSS’s receipt of negative COVID-19 results, the parent, legal guardian, or authorized representative will be notified within 24 to 48 hours that the minor will end quarantine. In the event an individual receives a positive COVID-19 test result, the individual will be subject to isolation protocols established by DPHSS.
By signing a Voluntary Quarantine Acknowledgement form, the arr1vmg minor’s parent, legal guardian or authorized representative agrees to the following:
1. The minor shall comply with the voluntary quarantine order for the prescribed quarantine period;
2. To not receive any visitors at the quarantine location during the quarantine period;
3. The minor shall remain at the quarantine location for the duration of the quarantine period;
4. The minor shall be monitored daily for symptoms of COVID-19 via Sara Alert;
5. The parent, legal guardian, or authorized representative shall report any signs or symptoms observed in the minor to DPHSS quarantine monitoring staff; and
6. The minor shall leave the quarantine facility only for medical emergencies and approved medical appointments.
Unaccompanied minors under this section with departing flights during their quarantine period will be permitted to transit off Guam.
An unaccompanied minor arriving in Guam with proof of US FDA authorized COVID-19 vaccination is not subject to quarantine, however, is subject to symptom monitoring for 14 days after arrival via Sara Alert. Individual is further encouraged to download the Guam COVID Alert App.
Minors Accompanying Parents, Legal Guardians, or Authorized Representatives
For parents, legal guardians, or authorized representatives traveling with minors, all adults and minors must have proof of US FDA authorized COVID-19 vaccination to receive a quarantine exemption.
In the event parents, legal guardians, or authorized representatives of such minor have proof of US FDA authorized COVID-19 vaccination, but the minor does not, the minor will be required to quarantine at a residence identified by the parent, legal guardian, or authorized representative for 10 days. The parent, legal guardian, or authorized representative has the option to test the minor for COVID-19 on day 6 after arrival to qualify for an abbreviated quarantine period. DPHSS will contact the parent, legal guardian, or authorized representative to arrange for testing. Negative test results allow the minor to end their quarantine period, subject to symptom monitoring for 14 days after arrival via Sara Alert. Individual is further encouraged to download the Guam COVID Alert App. Upon DPHSS’s receipt of negative results, the parent, legal guardian, or authorized representative will be notified within 24 to 48 hours that the minor may end quarantine.
In the event one of the parents, legal guardians, or authorized representatives of such minor has proof of US FDA authorized COVID-19 vaccination but the minor does not, the minor may complete a 10-day quarantine period in the custody of the parent, legal guardian, or authorized representative who is able to provide proof of US FDA authorized COVID-19 vaccination at the rental lodging or personal residence identified by the parent, legal guardian, or authorized representative. The parent, legal guardian, or authorized representative has the option to test the minor for COVID-19 on day 6 after arrival to qualify for an abbreviated quarantine period. DPHSS will contact the parent, legal guardian, or authorized representative to arrange for testing. Negative test results allow the minor to end their quarantine period, subject to symptom monitoring for 14 days after arrival via Sara Alert. Individual is further encouraged to download the Guam COVID Alert App. Upon DPHSS’s receipt of negative results, the parent, legal guardian, or authorized representative will be notified within 24 to 48 hours that the minor may end quarantine.
In the event that the traveling adults do not have proof of US FDA authorized COVID-19 vaccination, but the minor does, parents, legal guardians, or authorized representatives may opt to have an authorized adult pick up the minor at the airport, or have the minor stay with them at the quarantine facility. The minor is not in quarantine, but must follow symptom monitoring for 14 days. Minors going into the government quarantine facility who are not under quarantine must remain under the parents, legal guardians, or authorized representatives’ supervision in the assigned room for the duration of their stay. Because the minor was exempt from quarantine at the point of entry, testing is not required for the minor at the facility.
Individuals in the QFAC may receive a COVID-19 PCR test on day 6, subject to availability, administered by DPHSS or another provider designated by DPHSS. Upon DPHSS’s receipt of negative COVID-19 test results, the individual will be cleared from quarantine after completion of day 7, subject to symptom monitoring for 14 days after arrival via Sara Alert. Individual is further encouraged to download the Guam COVID Alert App. In the event an individual receives a positive COVID-19 test result, the individual will be subject to isolation protocols established by DPHSS and will be isolated at a Government of Guam Isolation Facility.[/vc_column_text][vc_column_text]
- Minors Accompanying Parents, Legal Guardians, or Authorized Representatives. In the event that the parents, legal guardians, or authorized representatives of the subject minor(s) do not have proof of US FDA EUA or WHO EUL COVID-19 vaccination, or a documented previous COVID-19 infection, the parents, legal guardians, or authorized representatives may opt to have an authorized adult pick up the minor(s) at the airport, or have the minor(s) stay with them at the quarantine facility.
- Minors accompanying their parent, legal guardian, or authorized representative into the government quarantine facility must remain under the parent, legal guardian, or authorized representatives’ supervision in the assigned room for the duration of their stay. Because the minor was exempt from quarantine at the point of entry, testing is not required.
- Unaccompanied Minors. An unaccompanied minor arriving in Guam must be met by a parent, legal guardian, or authorized representative at the airport. The parent, legal guardian, or authorized representative must provide photo identification in order to receive the unaccompanied minor. In the event that an unaccompanied minor is not received at the airport by a parent, legal guardian, or authorized representative, DPHSS Child Protective Services will be notified.
