The Department of Public Health and Social Services (DPHSS) tested 250 individuals for COVID-19 on Friday, June 5, 2020 with conclusive results. Zero tested positive through DPHSS and 250 tested negative for SARS-CoV-2. Results include 192 samples from COVID-19 drive-through testing held at the Sinajana Mayor’s Office.
To date, there have been 179 cases confirmed through COVID-19 testing provided with 5 deaths, 162 released from isolation, and 12 active cases. New criteria for release of cases from isolation were implemented on May 22. For persons having symptoms, at least 10 days have passed since recovery defined as resolution of fever without the use of fever- reducing medications and improvement in respiratory symptoms (e.g., cough, shortness of breath) and any other symptoms attributed to COVID-19 infection AND at least 10 days have passed since symptoms first appeared—or, with recurrent symptoms, at least 10 days have passed since recurrent symptoms appeared—AND at least 14 days have passed since the date of their first (or most recent) positive COVID-19 diagnostic test. For persons without symptoms, at least 14 days have passed since the date of their first (or most recent) positive COVID-19 diagnostic test assuming they have not subsequently developed symptoms since their positive test.
Executive Order No. 2020-20
Today, Governor Lou Leon Guerrero signed Executive Order (EO) No. 2020-20 relative to setting conditions for entry into Guam, permitting limited school operations, and clarification on the occupancy limit.
EO 2020-20 allows for DPHSS to implement quarantine protocols regarding the conditions for entry into Guam. All persons entering Guam will be subject to quarantine, and such quarantine will be administered in accordance with applicable Public Health Guidance. Public Health Guidance may include a requirement that individuals arriving from designated “hotspots”, as defined by DPHSS, be quarantined at a government qualified facility.
Under EO 2020-20, DPHSS may permit the opening of smaller schools for the purpose of testing a pilot program designed to inform the development of procedures and guidelines for the opening of additional schools throughout the island. DPHSS will adopt guidelines for the pilot program, which will include input from the Guam State Surgeon Cell of the Guam National Guard and the Governor’s Physicians Advisory Group. Outside of this pilot program, public and private schools on Guam serving prekindergarten through 12th grade students will remain closed for educational purposes through the end of the public health emergency.
The EO also clarifies the occupancy limit for businesses and activities permitted to operate under Pandemic Condition of Readiness (PCOR) 2. Any place of business, place of worship, or public accommodation as permitted under applicable Public Health Guidance may resume operations provided it does so at no more than 50% capacity or up to 10 people, whichever is greater.

WHEREAS, since March 14, 2020, Guam, like much of the rest of the world, has been in a state of emergency as a result of the global health threat posed by the COVID-19 pandemic; and
WHEREAS, Guam as adopted a system of readiness, known as the Pandemin Conditions of REadiness (“PCOR”), that guides decision-making for purposes of coordinating health and safety responses, imposing restrictions on activities, and directing government services; and
WHEREAS, on May 8, 2020, I declared Guam to be in PCOR2; and
WHEREAS, since moving into PCOR2, based on data provided by the Department of Public Health and Social Services (“DPHSS”) and the Guam National Guard through the Guam State Surgeon Cell, we have maintained a steady downward trend in the number of positive tests; and
WHEREAS, we have continued our expanded testing services and begun the phased in re-opening of non-essential activities; and
WHEREAS, after reviewing data provided by DPHSS, the Guam State Surgeon Cell, and my Physicians Advisory Group, it is apparent that a significant threat to our continued downward trend in positivity rates is an influx of travelers from regions where cases continue to increase in number; and
WHEREAS, it is imperative that safeguards be implemented with regard to inbound travelers to protect against a surge in COVID-19 positive cases; and
WHEREAS, in an effort to ensure the safe and orderly reopening of schools, it would behoove our community to utilize smaller pilot educational operations to develop best practices for the upcoming school year, which is currently set to commence in August, 2020.
NOW, THEREFORE, I LOURDES A. LEON GUERRERO, I Maga’hagan Guahan, Governor of Guam, by virtue of the authority vested in me by the Organic Act of Guam as amended, do hereby order:
- PANDEMIC CONDITIONS OF READINESS 2: Guam continues to be in PCOR2. Under PCOR2, limited activities are permitted to operate under moderate restrictions.
a. CONTINUED CLOSURE OF MOST SCHOOLS. Pursuant to Section 3317, Article 3, Chapter 3 of Title 10, Guam Code Annotated, most public and private schools on Guam serving prekindergarten through 12th grade students remain closed for educational purposes through the end of the public health emergency. On a limited bases, the DPHSS may permit the opening of smaller schools for the purpose of testing a pilot program designed to inform the development of procedures and guidelines for the opening of additional schools throughout the island. DPHSS shall adopt guideliens for the purpose of running this pilot program, which should include input from the Guam State Surgeon Cell of the Guam National Guard and the governor’s Physicians Advisory Group.
b. RESTRICTING ENTRY INTO GUAM. Pursuant to Section 3333, Article 3, Chapter 3, Title 10, Guam Code Annotated, all persons entering Guam shall be subject to quarantine pursuant to this Section and Sections 19604 and 19605 of Article 6, Chapter 19, Title 10, Guam Code Annotated. Such quarantine will be administered in accordance with applicable Public Health Guidance, which may include a requirement that individuals arriving from designated “hotspots” be quarantined at a government qualified facility.
c. OCCUPANCY LIMIT. Any place of business, place of worship, or public accommodation as permitted under applicable Public Health Guidance may resume operations provided it does so at no more than fifty percent (50%) capacity or up to ten (10) people, whichever is greater. In no instance may a business, place of worship or public accommodation operate at an occupancy that is greater than its regular occupancy limits.
