This week we expect to hit another milestone in our road to recovery. Based on CDC guidance, Guam’s level of risk remains high, but thanks to our collective progress, our level will improve to the moderate risk category in the coming days.
Local medical experts and the latest data agree, Guam can continue to move forward with a cautious and gradual lifting of pandemic restrictions.
On our road to recovery, this is all welcomed news. Businesses are rebuilding. Families are stabilizing. People are healing. Labor is increasing. Schools are staying open.
As we continue to monitor our COVID-19 metrics, we will remain in a public health emergency.
Slowly, but surely, we are returning to normalcy all while maintaining the necessary layers of protection for ourselves and those we love. We are evolving to create a future of new possibilities. Today, we pursue this future by taking yet another step forward.
Effective immediately, the limit on indoor social gathering numbers is increased from 100 to no more than 250 people, and the suspension on local truancy laws is rescinded.
In collaboration with GDOE, schools are to resume all operations and enforcement procedures for habitual truancy to the fullest extent available under Guam law.
Our schools are equipped with resources to ensure the health of our children is protected and have demonstrated their ability to keep students safe. It is time we encourage our children to participate fully in student life and its proven benefits to their mental and physical wellbeing.
As we carefully exit the pandemic, our journey will be like a childhood walk to the store with our friends or cousins. The journey isn’t too long and the destination isn’t too far, especially when we are together.
Vigilance is vital to accomplishing our mission. Caution on the trip back is just as vital, but throughout this entire time, we have something to look forward to when we finally get home.
Our path beyond the pandemic is present. We are on our way home. We are keeping each other safe. Please continue Wearing your mask, Washing your hands, and Watching your distance. Please get vaccinated and boosted.

1. RESCINDING THE SUSPENSION OF THE DEFINITION OF HABITUAL TRUANCY UNDER GUAM LAW.
Effective immediately, the suspension of the definition of habitual truancy under Guam law first implemented in Section 2 of Executive Order No.2020-04, and most recently continued in Section 1 of Executive Order No. 202 1-21, and every other order suspending such definition, shall be rescinded. Schools are authorized to resume all operations and enforcement procedures for habitual truancy to the fullest extent available under Guam law.
2. INDOOR SOCIAL GATHERINGS OR CONGREGATIONS.
A “congregation” or “social gathering” is a meeting for a common and singular purpose of more than one (I) person, where the individuals are not members of a single household. Effective immediately, social gatherings or congregations indoors shall be increased to no more than two hundred fifty (250) persons.
a. PLACES OF WORSHIP. Places of worship may continue services, ceremonies, and operations as provided in Executive Order No.2021-16, but must strictly comply with requirements provided in applicable DPFISS guidance, including mask-wearing requirements.
3. CONTINUED MASK-WEARING REQUIREMENTS.
Individuals ages two (2) years or older are required to continue wearing masks in public, subject to applicable DPHSS guidance.[/vc_column_text][vc_separator][/vc_column][/vc_row]
